Is there a way I can add closed captioning/subtitles to movies I make?

I make movies using Windows Movie Maker, but what they tell you for subtitles is not what I'm expecting. I want closed captioning or subtitles for the hearing impaired (I myself am hearing impaired). I want to add closed captioning/subtitles to the movies I make. Is there a free program where I can do this with? I need all the help I can get!
