Who types out dialogue for Closed Captioning?

On some shows, it looks like they are typing it out as its being said, sometimes using backspaces to delete misspelled words. Are they doing it as the program is on or what?Who types out dialogue for Closed Captioning?
On live broadcasts, daytime TV programming and news shows, it's usually done live as the program airs (often using the scripts the anchors read on air).





On most other programs, the captioning is done (using the show's scripts as a guide) at facilities like the National Captioning Institute (or NCI), the Caption Center at WGBH Boston or Washington, DC-based Vitac. The captioning in those cases is recorded onto a broadcast master tape as an encoded signal.
