It will come built into any TV built 1994 or later (it has t by law), and any HD cable or satellite box (CC doesn't pass over HD video connections such as HDMI or component). DVD players support their own sub titling.

The closed caption feature should be somewhere in your tv's set up menu. There is no fee, you just have to find the feature on your menu and click it on.
